Learning Bridge: Educational Support for Upcountry Care Homes Children

Catch-Up and Tutoring Classes for Upcountry Care Home Children is an ongoing project by LetUsHelpNow Foundation and community partners to provide funding for catch-up and tuition classes at care homes to help improve educational and life outcomes of the children at these care homes.

Background
Children who have endured extreme hardships, including loss of parents, poverty, sexual abuse, violence, and child labour are placed at children care homes by the Department of Probation and Child Care Services. Many of these children carry with them deep emotional and psychological trauma. These children face severe challenges in getting basic education and integrating with the larger society.

Problem
When the children join the care homes, they are often many years behind in their education.  For example, children aged 10 - 15 lack basic skills such as reading and writing. Initially, care homes need to provide remedial or catch-up learning opportunities through non formal units, before they can join the school or the formal education system.

Once they join the school, the care homes students face discrimination. They are often stereotyped as less capable. Any shortcomings are highlighted with bias compared to other children. These children struggle to fit in within the school. 

Further, these children face additional restrictions. For instance, they are unable to attend tuition classes outside the care homes, because they require the presence of staff to attend with them. Many tuition classes discriminate against these children as well, and refuse to enlist them.

As the care homes often struggle to meet the basic needs such as food, clothes and shelter, they find it difficult to fund the catch-up classes and tuition classes. Extra curricular activities such as sports, arts and crafts are rarely funded. Thus, many of the children who have already endured unspeakable hardships face bleak prospects.

Solution
LetUsHelpNow Foundation held a discussion with Upcounty care homes on Nov 10, 2023. Upcountry children's home (Badulla), Maranatha Child Development Centre (Nuwara Eliya), Louis Mary Children Development Centre (Badulla), and Sjaloom Children Home (Matale) participated in the meeting, and several others provided feedback via other forums. The above noted challenges, and possible solutions emerged through these discussions.

Through the feedback, LetUsHelpNow Foundation has identified funding for the catch-up and tuition classes at care homes as the top priority. In 2024, LetUsHelpNow is providing funding for ten Upcountry care homes for catch-up and tuition classes. This will provide fees and honorariums for teachers and volunteers to come to the care homes and teach the classes.

This is a pilot initiative. Once we finalize and agree on the outputs and assessment, we will transfer the funds every three months. A key measure will be students formal assessment from the school (e.g report cards). The effectiveness of the pilot project will be evaluated at the end of the year.

The budget for this project is approximately LKR 125,000 per home per year. Approximately, the total budget for this project for one year is LKR 1,250,000

கற்றல் பாலம் - மலையக காப்பக சிறார்களின் கல்வி கற்றலுக்கு உதவுதல்

இவ்வாண்டு “மலையகம் 200” , என ஆங்கிலேயர் ஆட்சியில் இந்தியாவில் இருந்து இலங்கைக்கு தொழில் செய்வதற்காக அழைத்து வரப்பட்ட மலையக மக்களையும் அவர்களது தற்போதைய வாழ்வையும் நினைவு கூறப்படுகிறது. இவ்வகையில் அறம் செய்வோம் அறக்கட்டளையும்  மலையக காப்பகங்களை அழைத்து காப்பகங்களின் தற்போதைய கல்வி கற்றல் செயற்பாடுகள்,  எதிர்நோக்கும் சவால்கள், சிறார்களின் கல்வி வளர்ச்சிக்கு எம்மால் எவ்வாறான உதவிகள் வழங்கல் பற்றி அறிந்து கொள்வதற்கான ஒரு கலந்துரையாடலை இம்மாதம் நடத்தியது. இதில் நாம்  உதவி வழங்குகின்ற பத்து காப்பகங்களில் எட்டு காப்பகங்கள் பங்குபற்றி இருந்தன.

சிறுவர் காப்பங்களுக்கு சிறுவர் நன்னடத்தை அமைச்சினால் நிதிபதின் பரிந்துரையுடன் சிறுவர்கள் அனுமதிக்கப்படுகிறார்கள். இச்சிறார்கள் பெற்றோர்கள்-பாதுகாவலர்கள் இல்லாமை,  குடும்பத்தின் வறுமை, பாலியல் துஷ்பிரயோகம், வன்முறை மற்றும் குழந்தை தொழிலாளிளாக இருந்தவர்கள் என பல்வேறு காரணங்களினால் காப்பக்கங்கள் என்ற கட்டமைப்பிற்குள் உள்வாங்கப்படுகிறார்கள்.  

இச்சிறுவயதில் அனுபவித்த பல்வேறு அனுபவங்கள்ஈ இச்சிறார்களில் உடல்ரீதியாக மற்றும் உளரீதியாக பெரும் தாக்கத்தை ஏற்படுத்தியுள்ளது. காப்பகங்கள் உறையுள், உடை, உணவு மற்றும் கல்விக்கான வழிமுறைகளை வழங்கினாலும் கற்றலிலும் வெளியுலகுடன் இணைந்து ஒன்று சேர பயணிப்பதில் பாரிய சிக்கல்களை எதிர்கொள்கிறார்கள். 

குழந்தை தொழிலாளிகள்

இதிலும் குறிப்பாக மலையகத்தில் குழந்தை தொழிலாளிகளாக பயன்படுத்தப்பட்ட சிறுவர்களை காப்பகங்களில் அனுமதிக்கப்படும் போது இச்சிறுவர்கள் எதிர் நோக்கும் பிரச்சனை வித்தியாசமானது. பெரும்பாலும் வயதில் கூடியவர்களாகவும் இவர்களது சராசரி கல்வியறிவான எழுதல் வாசித்தல் என்பன மிகவும் குறைவாக அல்லது முற்றாக இல்லாமால் உள்ளார்கள். இவர்களுக்கு பாடசாலை அனுமதி கிடைத்தாலும்  இவர்களது வயதிற்கான வகுப்பில் சேர்ந்து படிக்க இயலாமலும் தம் அறிவிற்கேற்ப வயது குறைந்த சிறார்களுடன் அமர்ந்து குறைந்த வகுப்பிலும் சேர்ந்து படிக்க இயலாமலும் உள்ளனர்.

கற்றல் நடவடிக்கைகள்

பெரும்பாலும் காப்பக சிறுவர்கள் பாடசாலை தவிர்ந்த ஏனைய கற்றல் நடவடிக்கைகளுக்கு வெளியில் செல்வதில்லை. ஏனேனில் இவர்கள் நிதிமன்ற உத்தரவின் பெயரில் இங்கு அனுமதிக்கப்பட்டவர்கள் என்பதினால் அவர்களது பாதுகாப்பிற்க்கு காப்பகமே பொறுப்பு கூற கடமைப்பட்டுள்ளது. இவர்களை வெளியில் அழைத்து செல்வதாயின் காப்பக நிர்வாக அனுமதி மற்றும் இவர்களுடன் காப்பக அலுவலர் சென்றுவர வேண்டியுள்ளது. அத்துடன் பிரத்தியோக கற்றல்  செலவுகள் அதிகமாக உள்ளதாலும் சில நேரங்களில் சில கற்றல் நிறுவனங்கள் காப்பக சிறார்களை அனுமதிக்க தயக்கம் காட்டுகின்றன.

பாகுபாடுகள்

சில பாடசாலைகளில்  மற்றும் கற்றல் நிறுவனங்களில் இவர்களை காப்பக சிறுவர்கள் என சக மாணவர்கள் பாகுபாடு காட்டுவதும் சில நேரங்களில் ஆசிரியர்கள், நிர்வாகம் உட்பட இச்சிறார்களை ஊக்கப்படுத்தாமல் ஒரங்கட்டப்படுவதாகவும் கருத்தப்படுகிறது. குறிப்பாக இவர்களது சிறு பிழைகள் கூட பெரிதுபடுத்தப்பட்டு காப்பகங்களுக்கு அறிவிக்கப்படுகின்றன என்ற ஆதங்கமும் தெரிந்தது.

மேற்குறியவாறு குழந்தை தொழிலாளிகளை அவர்களது கற்றல் நிலைக்கு கொண்டுவரல்,  காப்பக சிறார்களின் கற்றல் நடவடிக்கைகளை மேம்படுத்தல்,   இன்றைய சமூகத்தில் காப்பக சிறார்களை பாகுபாடுகளை தாண்டி முன்னேறி வாழக்கற்றுக்கொடுத்தல் போன்ற நடவடிக்கைகளுக்கு  

காப்பகங்கள் பெரிதும் முயலுவதாக கூறப்பட்டது. பெரும்பாலும் நன்கொடைகளில் தங்கிவரும் இக்காப்பகங்கள், இச்சிறார்களின் அடிப்படை வசதிகளை பூர்த்திசெய்யவே போராடிக்கொண்டிருக்கின்றன. 

செயல் திட்டம்

மலையக பத்து சிறுவர் இல்லங்களுக்கும் 2024 ம் கல்வி ஆண்டில் காப்பகங்களுக்கு வருகை தந்து கல்வி பயிற்றும் ஆசிரியர்கள் மற்றும் தன்னார்வலர்களுக்கு ஊக்கத்தொகை வழங்கல்.

இதனை ஒரு பரீட்சாத்த திட்டமாக கருதியும், இதற்கான அடைவுகள், அளவுகோள்கள் என்பன தீர்மானிக்கப்படும் அனைவராலும் ஏற்றுக்கொள்ளும் பட்சத்தில் இவர்களுக்கான கொடுப்பனவு மூன்று மாதங்களுக்கு ஒரு முறை வழங்கப்படும்.  பாடசாலை தவணைத்திட்ட பெறுபேறுகள் அவதானிக்கப்படும். ஆண்டின் இறுதியில் இத்திட்டம் மறுபரிசீலனை செய்யப்படும்.

திட்ட நிதி ஏறத்தாள ஒரு ஆண்டிற்கு ஒரு காப்பக கற்றல் நடவடிக்கைகளுக்கு ரூபா 100,000 இலிருந்து ரூபா 150,000 வரை மாறுபடலாம். 

காப்பக கல்விக்கு நாம் நன்கொடையாளர்களை ஒரு ஆண்டிற்க்கு ஒரு காப்பகத்தினை தத்தெடுக்க வேண்டுகின்றோம். இயலுமாயின் காப்பகத்துடன் இணைந்தும் பயணிக்கலாம். நிதியானது ஒரு ஆண்டிற்க்காகவோ அல்லது காலாண்டாகவோ வழங்கலாம்.
